The Honorable Arnold Schwarzenegger
Governor, State of California
California State Capitol Building
Sacramento, California 95814
Ref: CA Economy & Energy Independence

Dear Governor Schwarzenegger:

I trust this letter finds you well.

I read today that you have contacted the Secretary of Energy, Dr. Steven Chu, along with
Governor Richardson of New Mexico, to urge that the DOE grant cap under the President’s
stimulus plan be increased from $20 million to $200 million.

This is great for California. As your recent tour of the National Ignition Facility at Lawrence
Livermore Labs indicated, our ability to harness the power of the Creation….how the Sun
works….through controlled fusion may be only a few short years away. This is a major, major
project to pursue in California with company’s like General Atomic near San Diego, and many
new company’s which your actions will cause to be formed in California.

I have enclosed a package of letters to President Obama, Dianne Feinstein, Secretary Chu,
Nancy Pelosi, and Harry Reid, from one of Chabad’s congregants, Tom Tamarkin (you have
met him several times in Israel and Sacramento,) which touches on the importance of fusion
energy development in California as well as energy conservation, the rebuilding of the power
grid with Smart Meters, and the impact to California in terms of new jobs and revenues for the
State.

Also, I want you to know that our celebration of Passover in the Capitol building last month and
the proclamation by the Senate designating Chabad day was a very nice event. Rabbi Cunin
and I were sorry that you were unable to attend.

Sincerely, with blessings,
Rabbi Cohen sig
